Delivers the §52 VSA delimitation statement (docs/vs-nfd/40-abgrenzungserklaerung.md), the reviewer-facing document derived from ADR 0019.

Per base function (encryption, media protection, network termination, authentication, integrity as far as it applies): what the application does, what it deliberately does not, and which party provides it - every claim traceable to code, sourced from the ist-aufnahme.
Deliberate non-features argued as architecture per the plan instruction.
